In-Spansion™ is the process by which regions within existing states, exhibiting persistent policy divergence rooted in distinct political, economic, and cultural characteristics, seek parallel political expression within the federal system through the lawful mechanism of state formation. In such cases, representation in Congress does not artificially shift, but instead comes to reflect the differentiated identities and preferences already present within the Union. The admission of new states, therefore, is not a disruption of national balance, but a constitutional accommodation of internal diversity operating through established legal processes.
